JUNE 26, 2023
CALL MEETING TO ORDER
Pursuant to due call and notice thereof, a regular meeting of the Rosemount Parks and
Recreation Commission was held on Monday, June 26, 2023, at 7:00 PM in Rosemount Council
Chambers, 2875 145th Street West.
Bonkoski called the meeting to order with Commissioners Angell, DeBettignies, Edminson,
McDonald and Speich. Eliason, Flury and Young were absent.
Staff present included the following;
Parks and Recreation Director Dan Schultz and Recording Secretary Rambo

a. Minutes of the May 22, 2023 Regular Meeting
Motion by Speich Second by McDonald
Motion to approve Minutes of the May 22nd, 2023 Regular Minutes

Nays: None. Motion carried.
AUDIENCE INPUT
Guest Tamie Roudebush expressed concern over the high volume of tournament traffic at the
Bloomfield ballfields and the impact this has on the neighborhood.
DISCUSSION (Response to Audience Input):
Director Schultz will meet with the Recreation Supervisor in charge of field usage and discuss
the option of having Bloomfield be practice fields only, therefore eliminating the impact
tournament traffic has on this neighborhood.

a. Central Park and Public Works Campus Walking Tour
Director Schultz lead the Commissioners on a walking tour of Central Park and the
Public Works Campus.
NEW BUSINESS
a. Project Updates (verbal)
Director Schuktz gave verbal updates on current Parks and Recreation happenings.
Items included were progress reports for pickleball courts, new playgrounds at Claret,
Biscaye and Kidder Parks, and how code enforcement is handling park enroachments.
b. Director’s Report
Park Improvement Fund Balance as of May 31, 2023: $3,835,041.82
Inflows to the Park Improvement fund last month were as follows:
Dedication fees - $2,042.00
Grants/Other - $0
Interest - $10,676.91
Donations - $0
Expenditures - $85,605.98 (Park Project Planning, Training Design and Portable Toilet
Enclosures)
ADJOURNMENT
There being no further business to come before the Parks and Recreation Commission Director
Schultz called the meeting and it was unanimously adjourned at 8:10 p.m.

RECOMMENDED ACTION: Staff recommends adopting an ordinance establishing a petty misdemeanor
offense for a person who unlawfully uses cannabis in a public place.
BACKGROUND
The State of Minnesota recently approved amendments to Chapter 152 of MN Statues related to
"Drugs; Controlled Substances" which provides for the regulation of adult use cannabis. Specifically,
the law authorizes the City to adopt an ordinance establishing a petty misdemeanor offense for a
person who unlawfully uses cannabis flower, cannabis products, lower-potency hemp edibles, or
hemp-derived products in a public place.
Effective August 1, 2023, Minnesota law permits an individual 21 or older to possess or transport up to
two ounces of adult-use cannabis flower in a public place. However, under state law, a person may not
use cannabis flower, cannabis products, or hemp-derived consumer products in a manner that involves
the inhalation of smoke, aerosol, or vapor at any location where smoking is already prohibited under
the Clean Indoor Air Act.
In addition, the language expressly states that an individual 21 or older may use adult-use cannabis
flower and adult-use cannabis products in the following locations:(1) A private residence, including the
person's curtilage or yard; (2) Private property not generally accessible by the public, unless the person
is explicitly prohibited from consuming cannabis flower, cannabis products, lower-potency hemp
edibles, or hemp-derived consumer products on the property by the owner of the property; or(3) The
premises of an establishment or event licensed to permit on-site consumption.
Staff recommends adopting an ordinance establishing a petty misdemeanor offense for a person who
unlawfully uses cannabis in a public place. Based on research and feedback from neighboring cities,
staff would propose to define a public place as "property owned, leased, or controlled by a
governmental unit". This would cover parks, trails, and facility grounds (RCC, Steeple Center, ball
fields, etc.). Some cities have taken different approaches on how to regulate the use in a public place,
i.e. regulate all smoking (regardless of product) or regulate smoking of cannabis products. Due to the
potentially higher intoxicating impact of cannabis versus tobacco, staff recommends the City regulate
only the inhalation of cannabis in a public place. Based on public input and feedback from the
Commission, staff will propose an ordinance for Council consideration at a future meeting.

BACKGROUND
Central Park/Public Works Campus Master Planning – Staff are still in the process of getting input from
user groups regarding the concept plans and staff plans to take this to the City Council at one of their
upcoming work session meetings.
UMore Ballfields Park Building - Staff are still in the process of getting input from user groups regarding
the plans. Staff plans to take this to the City Council at one of their upcoming work session meetings.
Life Time Project - We broke ground on July 5th and held the groundbreaking ceremony on July 11th.
Things are moving along as expected with the grading.
Bonaire Path Trail Design – The consultant for this project is finishing up the plans and once they are
complete, staff will hold a neighborhood meeting to discuss the future improvements.
Dunmore Park – The developer is cleaning up the park area of the miscellaneous construction debris so
that we can get an accurate survey done. After completing the survey, we will start the creation of the
plans and specifications for the project.
Talamore Park - We are working on plans and specifications for this project and plan to bid the project
sometime in early 2024.
Amber Fields Pickle Ball Courts - The project bids were received and the low bidder was awarded the
project. The anticipated start date for the project is September 1.

BACKGROUND
Park Improvement Fund Balance as of July 31, 2023: $3,681,784.83
Inflows to the Park Improvement Fund last month were as follows:
Dedication fees – $6,127.00
Grants/Other - $0
Interest - $6,743.00
Expenditures – $39,128.50 (park planning design work, various park improvements and taxes for
recently dedicated land)
Leprechaun Days – The largest of the community special events took place on July 22 – 29. There are
many activities for the community to enjoy.
Summer Programs - The Parks and Recreation Departmnet has wrapped up a summer full of great
program offerings. The final week of programs included many fun trips to local recreation venues.
