REGULAR MEETING PROCEEDINGS
OCTOBER 23, 2023
CALL TO ORDER
Pursuant to due call and notice thereof, a regular meeting of the Utility Commission was held
on Monday, October 23, 2023, at 5:32 PM in Rosemount Conference Room, 2875 145th Street
West.
Chairperson Johnson called the meeting to order with Commissioners Demuth and Miller.
Staff present included the following;
City Administrator Logan Martin, Finance Director Teah Malecha, Public Works Director
Nick Egger, Mayor Jeff Weisensel, and Recording Secretary Amy Simonson.

APPROVAL OF MINUTES
4.a. September 25, 2023 Utility Commission Meeting Minutes
Motion to approve the September 23, 2023 Utility Commission meeting minutes.
Motion by Miller Second by Demuth
Ayes: 3.
Nays: None. Motion Carried.
PUBLIC HEARINGS
None.
OLD BUSINESS
6.a. 2024 Utility Rate Recommendations
Staff presented the refined proposed 2024 Utility Rate Charges and discussed reasoning for
increased rates. For a median water user, rates will increase approximately $40 for the year.
Motion by Demuth Second by Miller
Motion to Endorse the proposed 2024 Utility Rate Adjustments for the City
Councils' consideration.
Ayes: 3.
Nays: None. Motion passed.
6.b. Manganese Levels
Discussion continued regarding additional dissemination of informational notices regarding
Manganese levels in the City water supply. The City will be sending out a similar notice to the
informational mailing sent out in September to all licensed daycare providers in Rosemount,
through the Dakota County Health and Human Services electronic notification system to all
pediatric clinics in the County.
Commissioners also requested some minor changes to the language in the notice posted to the
City website regarding Manganese levels for clarification purposes.

EXECUTIVE DIRECTOR’S REPORT
8.a. Well Pumping Report
The Commissioners were presented with the most recent well pumpage data through the end
of September, which includes the manual well pumpage information on Well 7 that was
previously missing. Director Egger noted that well pumpage rates are already over 100,000,000
gallons more in Q3 2023 than in Q3 2022, which may be due to being in a 3rd year of drought.
Currently, the DNR still indicates the majority of Dakota County is in moderate drought stage.
8.b. City Meter Readings
Commissioners reviewed the first 3 quarters of City meter readings for 2023. It was noted there
is a 70% change in the Q3 readings for 2023 over Q3 2022. This change is likely due to previous
misreads last year.
8.c. Manual Well Ground Water Readings
Commissioners reviewed the graphs of the City's monitoring wells for the last several years.
Trends indicate a drop during months of high usage, but levels rebound outside of the high
water usage season. Additionally, it was noted Well 14 East and Well 16 have the most
dramatic changes likely due to being near production wells.
Commissioners requested to see groundwater level readings from production wells next year.
8.d. Set Next Meeting Agenda – November 27, 2023
i. Manganese levels - feedback from day care providers to mailing; discuss other
cities' information dissemination efforts.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting
and upon a motion by Demuth and a second by Miller, the meeting was adjourned at 6:57 p.m.
