REGULAR MEETING PROCEEDINGS
JULY 12, 2023
CALL TO ORDER
Pursuant to due call and notice thereof, a regular meeting of the Environment and Sustainability
Commission was held on Wednesday, July 12, 2023, at 5:30 PM in Rosemount Council Chambers,
2875 145th Street West.
Vice Chairperson Angerer called the meeting to order with Commissioners Springer, Andrews,
and Reed. Commissioner Burman arrived at 5:40 p.m.
Staff present included the following;
Stormwater Specialist Byron, City Engineer Erickson, and Recording Secretary Simonson.
ADDITIONS OR CORRECTIONS TO AGENDA
None.
ANNUAL MEETING
3.a. Presentation of Commissioner Delaney's Resignation
Commissioner Angerer presented Commissioner Delaney's resignation.
Motion by Springer Second by Andrews
Motion to accept the resignation of Commissioner Delaney.
Ayes: 4.
Nays: None. Motion carried.
3.b. Update on Filling Commission Vacancies - Verbal Only
Specialist Byron advised that city staff discussed the vacancies and recommended keeping
the Commission at 5 commissioners, which would require a quorum of 3 Commissioners.
Additionally, staff also recommend reducing the frequency of meetings to every other
month or quarterly. The Commissioners discussed and reached a consensus to meet next
in September and decide at that time whether to meet bimonthly or quarterly. As a next
step, staff will work on amending the bylaws which will subsequently be presented to the
Commission for approval.
3.c. Election of Commission Chair & Vice Chair
Commissioner Burman arrived at 5:40 pm. Commissioner Angerer requested nominations
for Chair and Vice Chair of the Environment and Sustainability Commission to Serve until
April 2024. Commissioner Angerer volunteered for the position of Chair. Commissioner
Springer volunteered for the position of Vice Chair.
Motion by Angerer Second by Springer
Motion to elect Commissioner Angerer as Commission Chair.
Ayes: 5.
Nays: None. Motion carried.
Motion by Springer Second by Burman
Motion to elect Commissioner Springer as Vice-Chair.
Ayes: 5.
Nays: None. Motion carried.
APPROVAL OF MINUTES
4.a. May 3, 2023 Environment and Sustainability Work Session Meeting Minutes
Motion by Burman Second by Springer
Motion to approve the May 3, 2023 Work Session Meeting Minutes
Ayes: 5.
Nays: None. Motion carried.
4.b. June 13, 2023 Environment and Sustainability Commission Meeting Minutes
Motion by Angerer Second by Andrews
Motion to approve the June 13, 2023 Regular Meeting Minutes.
Ayes: 5.
Nays: None. Motion carried.
PRESENTATIONS
None.
OLD BUSINESS
6.a. Existing Goals Updates
Commissioners discussed discontinuing the practice of setting annual goals. Instead, the
current goals would be converted into long-term objectives that would carry over each
year and the progress of each would be reviewed and updated annually.
Commissioner Burman inquired regarding the status or timeframe for comments from
staff on the review of the Sustainable Purchasing Policy Framework. Per City Engineer
Erickson, some reviews have been completed but staff are still working through a heavy
workload. Burman also inquired if this policy would be reviewed as part of the budget
discussions as it has potential implications for the budget. City Engineer Erickson will bring
this question forward to Department Head staff.
6.b. Near Term Education & Outreach
Commissioners discussed set up and materials for the shared ESC and Solid Waste and
Recycling booth for the Leprechaun Days Midsummer Faire. Additionally, blog post ideas
and upcoming community events were discussed, and blog post topics were selected and
assigned through September.
6.c. Land Acknowledgement Subcommittee Update
The Sub-Committee Chair was not available to comment, and it was noted by the other
members of the sub-committee that they had not met yet on this matter. This item was
tabled until the next meeting to determine next steps considering Commissioner
Delaney’s resignation from the ESC.
NEW BUSINESS
7.a 2023 Goals Development
The Commission discussed strategies to enhance their approach towards achieving goals
and implementing updates.
ANNOUNCEMENTS
The August 8, 2023 regular meeting of the Environment and Sustainability Commission is
canceled. The next regular meeting will be held, September 12, 2023 at 5:30 p.m. in the Council
Chambers, City Hall.

ADJOURNMENT
There being no further business to come before the Environmental and Sustainability
Commission and upon a motion by Angerer and a second by Burman, the meeting was adjourned
at 6:45 p.m.
