ADJOURNMENT Page 1 of 11 ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS NOVEMBER 27, 2023 CALL MEETING TO ORDER Pursuant to due call and notice thereof, a regular meeting of the Parks and Recreation Commission was held on Monday, November 27, 2023, at 7:02 PM. in the Rosemount Council Chambers, 2875 145th Street West. Chairperson Eliason called the meeting to order with Commissioners Angell, Bonkoski, Edminson, Flury, McDonald and Speich. Commissioners DeBettignies and Young were absent. Staff present included the following; Parks and Recreation Director Dan Schultz and Recording Secretary Michelle Rambo ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES a. Minutes of the October 23, 2023 Regular Meeting Motion by Bonkoski Second by Flury Motion to approve Minutes of the October 23, 2023 Regular Meeting Ayes: 7. Nays: None. Motion carried. AUDIENCE INPUT DISCUSSION (Response to Audience Input): UNFINISHED BUSINESS NEW BUSINESS a. Parks and Recreation Fees and Fees Policy Motion by Speich Second by Bonkoski Motion to recommend the changes to the 2024 Fees and Fee Policy as follows: Indoor Ice: Increase PRIME ICE from $225 to $235 on Jan 1, 2024 Increase NON-PRIME ICE from $145 to $155 on Jan 1, 2024 Increase SPRING/SUMMER PRIME/NON-PRIME ICE from $145 to $155 Page 2 of 11 Parks: Increase TOURNAMNET FEE from $40 per field per day to $50 Increase OPEN AIR SHELTER rentals from $35r/$50nr to $45r/$60nr Increase CAMPS $45 per field/day fee to $50 per field/per day Ayes: 7. Amber Fields Park Plan Review The Commission would like to see the plans include sun shading, a play structure geared towards 2-5 year olds and more accessible options in the nature-based play mound area. Staff will bring back more information at a later date. c. Director's Report Park Improvement Fund Balance as of October 31, 2023: $3,608,041.10 Inflows to the Park Improvement fund last month were as follows: Dedication fees - $0 Grants/Other - $0 Interest - $13,697.71 Donations - $0 Expenditures - $28,747.70 (Park Planning at Central Park, Erickson, Talamore, locks for disc golf baskets and purchase of trees) ADJOURNMENT There being no further business to come before the Parks and Recreation Commission at the regular meeting and upon a motion by Bonkoski and a second by Angell the meeting was adjourned at 7:46 p.m. Respectfully submitted, Michelle Rambo Recording Secretary Page 3 of 11 EXECUTIVE SUMMARY Parks & Recreation Commission Regular Meeting: December 18, 2023 AGENDA ITEM: National Guard Armory Remodel AGENDA SECTION: UNFINISHED BUSINESS PREPARED BY: Dan Schultz, Parks & Recreation Director AGENDA NO. 6.a. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: None, update only BACKGROUND The Rosemount National Guard Armory is preparing for a major remodel of the facility which was built in 1993/1994. The project has gone through a public bidding process and a low bidder has been identified. The National Guard (NG) is planning to kick off the remodel just after the first of the new year and will have moved all of their staff offsite by start of the project. The project is estimated to take approximately two years to complete. The Parks and Recreation department staff are planning to stay in our offices during the remodel with the understanding that we will have some operational interruptions over the next two years. Future Impacts • West Parking Lot reconfiguration - The National Guard is reconfiguring the West parking lot that provides the lower level access to the Rosemount Arena and the Parks and Recreation office. The parking stall count is being reduced from 51 to 21 stalls. The National Guard is also planning to fence off a portion of the west lot and gate off the access driveway behind the facility that allows North/South cut through access. The reasoning for the changes are to provide more outdoor storage space and security measures for the National Guard on the west side of the Armory. • Loss of Classroom Space – The National Guard is planning to change the use of several classrooms. A large portion of the classrooms would go from being shared with the City to a permanent National Guard only use. The City currently has access to 7 shared classrooms and the future plan has us only having access to 2 classrooms. This will be a large impact to the community as many groups use the classrooms on a regular basis. The City will still have access to the shared Auditorium and Gymnasium. Page 4 of 11 • Loss of Some Internal Storage Space – For several years the City has used a storage room on the north side of the gymnasium. The National Guard has informed City staff that the City will no longer have access to the storage room after the remodel. This will cause the Parks and Recreation Department to find new space for storing several pieces of equipment and various supplies. Staff will continue to provide updates throughout the remodel. RECOMMENDATION There is no action required for this item. BACKGROUND Staff recently had a chance to take a walk-through the site and get a better idea of the progress at the Life Time facility. The exterior frame of the future 92,000 sq. foot building is nearly enclosed and starting to take shape. The attached photos show the walls being placed, the interior pools and underground utility stubs. It’s still on track for a January 2025 opening! RECOMMENDATION No action is required for this item. BACKGROUND Staff is recommending that the dates listed below will be when the Parks and Recreation Commission meets in 2024: January 22 February 26 March 18 (moved up one week) April 22 May 20 (moved up one week) June 24 July 22 August 26 September 23 October 28 November 25 December 16 (moved up one week) RECOMMENDATION Staff is recommending the Parks and Recreation Commission motion to approve the 2024 meetings dates as listed in the executive summary. BACKGROUND Park Improvement Fund Balance as of November 30, 2023: $3,571,298.00 Inflows to the Park Improvement Fund last month were as follows: Dedication fees – $0 Grants/Other - $0 Interest - $6,016.17 Donations - $0 Expenditures – $41,505.33 (Park planning and project costs) Holiday Event - The Parks and Recreation Department hosted Breakfast with Santa this past Saturday. Over 220 people had an opportunity to visit with Santa and Mrs. Claus while having breakfast and enjoying crafts together. Thank you goes out to the student volunteers from the RHS Honor Society who worked at each station and took photos for families. Their assistance was very much appreciated. We really look forward to offering this fun, family event each year. Pickle Ball Courts Project – The work is well underway on the pickle court project. The site has been under construction for a few weeks now and is starting to take shape. The contractor plans to work on the project as long as the weather permits.
