ADJOURNMENT Page 1 of 11 ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS DECEMBER 18, 2023 CALL MEETING TO ORDER Pursuant to due call and notice thereof a regular meeting of the Parks and Recreation Commission was held on Monday, December 18, 2023, at 7:00 PM in the Conference Room, 2875 145th Street West. Chairperson Eliason called the meeting to order with Commissioners McDonald, Bonkoski, Angell, Speich, DeBettignies, Eliason and Edminson. Commissioner Young was absent. Staff present included the following; Parks and Recreation Director Dan Schultz and Recording Secretary Michelle Rambo ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES a. Minutes of the November 27, 2023, Regular Meeting Motion by Speich Second by DeBettignies Motion to approve minutes of the November 27, 2023, Regular Meeting Ayes: 7. Nays: None. Motion carried. AUDIENCE INPUT DISCUSSION (Response to Audience Input): UNFINISHED BUSINESS a. National Guard Armory Remodel The Rosemount National Guard Armory is preparing for a major remodel of the facility, which was built in 1993/1994. The project has gone through a public bidding process and a low bidder has been identified. The National Guard (NG) is planning to kick off the remodel just after the first of the new year and will have moved all of their staff offsite by the start of the project. The project is estimated to take approximately two years to complete. The Parks and Recreation department staff are planning to stay in our offices during the remodel with the understanding that we will have some operational interruptions over the next two years. b. Life Time Project Update Page 2 of 11 Staff recently took a walk-through the site to get a better idea of the progress at the Life Time facility. The exterior frame of the future 92,000 sq. foot building is nearly enclosed and starting to take shape. Director Schultz shared photos of the walls being placed and of the interior pools and underground utility stubs. The facility is on track for a January 2025 opening. NEW BUSINESS a. 2024 Meeting Dates Motion by Debettignies Second by Bonkoski Motion to approve the 2024 meeting dates as listed in the Executive Summary Ayes: 7. Nays: None. Motion carried. b. ATTACHMENTS: Central Park Masterplan 2 finals 9 1 23 APPROVED BY: DLS RECOMMENDED ACTION: None, discussion only BACKGROUND In May of 2023, staff shared with the Commission that as the City moves forward with the development of a new Public Works Department and Police Department Campus, we have an opportunity to plan for the reuse of what will be the old Public Works campus. Staff shared three concept plans with the Parks and Recreation Commission. The plans were also shared with stakeholders to get their input. The two attached master plan concepts show a combined Central Park and former Public Works Campus based on input from the review of earlier plans. Staff have also been working on more detailed amenity plans for the area in hopes of making the space more attractive to residents because of the wide variety of recreation opportunities. This area is already home to the band shell/amphitheater, Central Park shelter, playground, outdoor skating, splash pad, sun shelter, veteran’s memorials and walking trails. The concept plans show expanded parking areas, additional trails, a new playground space, phase 2 of the splash pad, reuse of a garage as a recreation facility and much more. Staff will discuss the two concepts plans in detail with the Commission at the meeting on Monday and will also have some example amenities options for the future park expansion. ATTACHMENTS: Flint Hills Access Trail Map APPROVED BY: DLS RECOMMENDED ACTION: Motion to recommend the City enter into a JPA with Dakota County for the access trail projects at the Flint Hills Complex. BACKGROUND Staff has been reviewing opportunities to increase the sidewalk and trail access to the new park shelter/trailhead building at the Flint Hills Athletic Complex. The goal is to get better access to the building from near the vehicle entrance on Akron Avenue and from the north near the Akron Avenue underpass. The map included in the packet shows staffs plans for increasing the access to the park. Because the trailhead building was financially supported by Dakota County, they are interested in helping partially fund the access trails to the building. The estimated cost of the new sidewalk and trails is $356,000. The City is working on getting a Joint Powers Agreement (JPA) with Dakota County to secure the financial support for the project. RECOMMENDATION Motion to recommend the City enter into a JPA with Dakota County for the access trail projects at the Flint Hills Complex. ATTACHMENTS: Life Time photo 1, Life Time photo 2 APPROVED BY: DLS RECOMMENDED ACTION: None, discussion only BACKGROUND Park Improvement Fund Balance as December 31, 2023: $4,071,892.36 Inflows to the Park Improvement Fund last month were as follows: Dedication fees – $414,085.00 Grants/Other - $398,989.00 Interest - $62.53 Donations - $0 Expenditures – $215,386.27 (Park planning and project costs) National Guard Remodel – Staff have been informed that the pre-construction meeting is scheduled for February 7, 2024. At this meeting, a construction schedule should be provided which will give the City a better idea of the timing of the project. More to come next month. Life Time Project – The project is moving as scheduled, 95% complete with swinging structural steel for the interior of the building. They placed exterior temp heaters around the building and started temp enclosures and recently poured interior concrete slabs for stairwell landings. They are also continuing to install and detail structural steel. They have started installation of the steel decking and should have the install of the last two precast panels that were being left out for crane access to the interior.
