ADJOURNMENT Page 1 of 10 ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS JANUARY 22, 2024 CALL MEETING TO ORDER Pursuant to due call and notice thereof, a regular meeting of the Parks and Recreation Commission was held on Monday, January 22, 2024, at 7:00 PM. in Rosemount Council Chambers, 2875 145th Street West. Chairperson Eliason called the meeting to order with Commissioners Debettignies, Bonkoski, McDonald, Speich, Young and Edminson. Commissioner Angell was absent. Staff present included the following; Parks and Recreation Director Dan Schultz and Recording Secretary Michelle Rambo ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES a. Minutes of the December 18, 2023 Regular Meeting Motion by DeBettignies Second by Young Motion to approve minutes of the December 18, 2023 Regular Meeting Ayes: 7. Nays: None. Motion carried. AUDIENCE INPUT DISCUSSION (Response to Audience Input): UNFINISHED BUSINESS a. Central Park/Public Works Master Plan Director Schultz shared two master plan concepts showing a combined Central Park and former Public Works Campus based on input from the review of earlier plans. This area is already home to the band shell/amphitheater, Central Park shelter, playground, outdoor skating, splash pad, sun shelter, veteran’s memorials and walking trails. The concept plans show expanded parking areas, additional trails, a new playground space, phase 2 of the splash pad, reuse of a garage as a recreation facility and much more. Staff discussed the two concept plans in detail with the Commission and provided examples of amenities options for the future park expansion. NEW BUSINESS Page 2 of 10 a. Access Trails – Flint Hills Athletic Complex/Trailhead Building Motion by DeBettignies Second by Young Motion to recommend the City enter into a JPA with Dakota County for the access trail projects at the Flint Hills Complex Ayes: 7. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: None, discussion only BACKGROUND Central Park/Public Works Campus Master Planning – Staff are in the process of completing concept plans and are preparing for a joint Parks and Recreation Commission and City Council meeting to take place hopefully in March to discuss the project. Life Time Project - Things are moving along as expected. The walls are up, structural steel has been placed and the floors are being poured. Still looking at a December 2024 completion date. Bonaire Path Trail Design – The consultant for this project is finishing up the plans and this spring staff will hold a neighborhood meeting to discuss the future improvements. UMore Ballfields Park Building – Oertel Architects are finishing up the concept plans and staff will be looking to share the design with the Parks and Recreation Commission and City Council at a meeting in March. Dunmore Park – LHB (consulting landscape architects) are finishing up the project plans and specifications and we expect that project to bid out in March with construction starting in the spring. Talamore Park – WSB (consulting landscape architects) are working with staff to get this project out to bid in late February and start construction in the spring. Dunmore Greenway Trail – Staff are working with Dakota County to secure the necessary land needed for the southern portion of the trail. We hope to have this work done by June 1, 2024. SRF (consulting engineers) are under contract to finish up the design for the greenway trail and prepare the project for bid in 2025 once the property needs for the trail have been met. Amber Fields Pickle Ball Project – The project is under construction and work has slowed down for the winter, but we expect the project to be complete early this summer. Amber Fields Public Parks (developer installed) - Maplewood Development continues to work towards having the public parks improvements installed this spring/summer. This includes the playgrounds, Page 4 of 10 sundial, trails, sun shelters and landscaping. ATTACHMENTS: Rosemount Pickleball - Phase 1 & Future 11 14 23 APPROVED BY: DLS RECOMMENDED ACTION: To be discussed at the meeting. BACKGROUND Staff have been working with our consulting landscape architect on preparing for the consideration of a change order to the pickle ball project located south of UMore Ballfields. We have asked the contractor to provide pricing to add sports lighting to the pickle ball courts. We are hoping to have contractor’s pricing to share with the Commission at the meeting on Monday. Staff feels this would be an addition to the project that would be very valuable to pickle ballplayers and would expand the availability of the courts. We see some our highest use at Erickson Park tennis courts after sundown. We expect the same thing to happen at the new pickle ball courts. Staff will provide an update on the project at the meeting on Monday. RECOMMENDATION To be discussed at the meeting. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: None, discussion only BACKGROUND Due to the challenges with having a quorum at several of our meetings in 2023, I have asked the City Council to consider changing our Commission from a nine person to a seven person Commission. This would require a change in our bylaws. I feel that with the recent resignations that have taken place on the Commission, now would be a good time to make the transition back to a seven person Commission. We are currently recruiting for 1 new Commission member. If you know of someone who may be interested, please have them consider applying. BACKGROUND Park Improvement Fund Balance as of January 31, 2024: $4,842,913.22 Inflows to the Park Improvement Fund last month were as follows: Dedication fees – $280,000.00 Grants/Other - $300,000.00 Interest - $7,662.21 Donations - $0 Expenditures – $3,545.37 (Park planning and project costs) National Guard Remodel – Staff have been informed that the National Guard remodel project will start on March 4, 2024. It is expected that the project will take up to 24 months to complete. More to come next month regarding the project. National Hot Chocolate Day - We celebrated National Hot Chocolate Day at the Steeple Center on Wednesday, January 31st with our 3rd annual hot chocolate bar. Despite the unseasonably warm weather, we served approximately 75 cups of hot chocolate with a variety of fun toppings to our seniors! In conjunction with our hot chocolate celebration, we hosted an Open House showcasing the many programs, activities and groups that the Steeple Center hosts for the 55+ community. The event was very well received, and we had several first-time visitors to the Steeple Center. An Evening in Paris Event - The Parks & Recreation Department hosted the annual adult/child dance entitled “An Evening in Paris” on Friday, February 2. About 200 people enjoyed dancing, crafts, a photo booth and selfie station along with snacks and a visit from Princess Belle and Fancy Nancy (who spoke French). A special thank you goes out to the high school student volunteers from the RHS National Honor Society who helped out. RECOMMENDATION None, discussion only. Page 10 of 10
