ADJOURNMENT Page 1 of 10 ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS FEBRUARY 26, 2024 CALL MEETING TO ORDER Pursuant to due call and notice thereof, a regular meeting of the Rosemount Parks and Recreation Commission was held on Monday, February 26, 2024, at 7:00PM in the Rosemount Community Center Parks and Recreation Offices, 13885 South Robert Trail. Chairperson Eliason called the meeting to order with Commissioners Edminson, Bonkoski, McDonald and Debettignies. Commissioner Angell, Young and Speich were absent. Staff present included the following; Parks and Recreation Director Dan Schultz and Recording Secretary Michelle Rambo ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES a. Minutes of the January 22, 2024 Regular Meeting Motion by Bonkoski Second by Debettignies Motion to approve minutes of the January 22, 2024 Regular Meeting Ayes: 5. Nays: None. Motion carried. AUDIENCE INPUT DISCUSSION (Response to Audience Input): UNFINISHED BUSINESS NEW BUSINESS a. Park Project Updates Verbal updates on current park projects include: • Central Park/Public Works Campus Master Planning • Life TIme • Bonaire Path Trail Design • UMore Ballfields Park Building • Dunmore Park and Dunmore Greenway Trail • Amber Fields Pickle Ball Project and Amber Fields Public Park • Talamore Park Page 2 of 10 b. Upcoming Events and Activities The City has several community activities taking place in the upcoming months. Listed below are some activities that might be of interest to the Commission. • City Expo – Saturday, March 2 from 9:30am – 2:30pm • RCC Lion’s Egg Hunt - Saturday, March 23 at 10:00 AM • Ames Soccer Complex Community Tennis Night - Friday, April 26 starting at 5pm - Erickson Park Tennis Courts • Arbor Day Tree Giveaway – Saturday, April 27th, 2024 at 10:00 a.m. - Rosemount Public Works Facility • City Wide Garage Sales - May 9 – 11 • Memorial Day Event - May 27 at 11am – Central Park c. Change Order - Pickle Ball Court Project Staff have been working with our consulting landscape architect on preparing for the consideration of a change order to the pickle ball project located south of UMore Ballfields. We have asked the contractor to provide pricing to add sports lighting to the pickle ball courts. Staff feels this would be an addition to the project that would be very valuable to pickle ball players and would expand the availability of the courts. We see some of of our highest use at Erickson Park tennis courts after sundown. We expect the same thing to happen at the new pickle ball courts. d. Changes to the Parks and Recreation Commission By-Laws Due to the challenges with having a quorum at several of our meetings in 2023, the City Council has been asked to consider changing our Commission from a nine person to a seven person Commission. This would require a change in our bylaws. With the recent resignations that have taken place on the Commission, now would be a good time to make the transition back to a seven person Commission. We are currently recruiting for one new Commission member. e. Director’s Report Park Improvement Fund Balance as of January 31, 2024 $4,842,913.22 Inflows to the Park Improvement fund last month were as follows: Dedication fees - $280,000.00 Grants/Other - $300,000.00 Interest - $7,662.21 Donations - $0 Expenditures - $3,545.37 (Park planning and project costs) ADJOURNMENT There being no further business to come before the Parks and Recreation Commission at the regular meeting and upon a motion by DeBettignies and a second by McDonald the meeting was adjourned at 7:40 p.m. Respectfully submitted, Michelle Rambo Recording Secretary Page 3 of 10 EXECUTIVE SUMMARY Parks & Recreation Commission Regular Meeting: March 18, 2024 AGENDA ITEM: Talamore Park – General Improvement Bids AGENDA SECTION: NEW BUSINESS PREPARED BY: Dan Schultz, Parks & Recreation Director AGENDA NO. 7.a. ATTACHMENTS: Talamore Park - Location Map, Master Plan APPROVED BY: DLS RECOMMENDED ACTION: Motion to recommend the City Council accept the bids for Talamore Park and award the project to the lowest bidder, Shoreline Landscaping and Contracting for a bid price of $286,354.88. BACKGROUND As part of the Talamore Development there has been 1.5 acres dedicated as city parkland as included in the City’s Parks and Trails Master Plan. The plan is for the park to serve as a smaller mini park with amenities for local residents to use. The park plan includes a playground, basketball court, putting green, landscaping, pollinator garden and sidewalks. Included in the packet are a location map and concept plan. The proposed cost estimate for the project was $346,119.90. The City received ten bids for the project that are listed below. They are being purchased outside of this contract. Page 4 of 10 RECOMMENDATION Staff is recommending the Commission support the City Council in accepting the bids and awarding the contract to the lowest bidder, Shoreline Landscaping and Contracting, for a bid price of $286,354.88. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: None, update only. BACKGROUND Both the Life Time and the National Guard Armory Remodel Project are both well underway. Updates on the two projects are listed below and project photos will be shared on Monday at the meeting. Life Time – The Life Time project continues to move along as scheduled with floors and the roof recently being poured. The utility work on site continues both inside and out of the building. The pools are poured and both the cold plunge area and hot tubs have been poured. The warmer than normal winter conditions have posed very few issues for the progress of construction. The project is still scheduled to be completed in December 2024. Staff will be setting up a tour of the facility in the near future for the City Council and Parks and Recreation Commission. National Guard Armory Remodel – The contractor working on the remodel project has been spending most of their time in demolition mode since they took control of the facility on March 4. Several walls, HVAC units, and electrical equipment are all part of the demo plan for the facility. It is expected that the project could take up to 18 months to complete. BACKGROUND Park Improvement Fund Balance as of February 29, 2024: $4,768,367.10 Inflows to the Park Improvement Fund last month were as follows: Dedication fees – $530,000.00 Grants/Other - $0 Interest - $11,611.93 Donations - $0 Expenditures – $19,664.00 (various park designs and construction projects) Spring/Summer Programs and Activities - The Spring/Summer Parks and Recreation brochure was available and mailed to residents beginning Wednesday, March 6th. Online registration has started. Highlights include special events, youth camps and entertainment in the parks. Hockey Tournament – The Rosemount Ice arena recently hosted a district tournament for youth hockey players. Dunmore Park - We are set to advertise the Dunmore Park general improvements on March 15, 2024.
