ADJOURNMENT Page 1 of 11 ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS MARCH 18, 2024 CALL MEETING TO ORDER Pursuant to due call and notice thereof, a regular meeting of the Rosemount Parks and Recreation Commission was held on Monday, March 18, 2024, at 7:00 PM. in Rosemount City Hall conference room, 2875 145th Street West. Vice Chair Bonkoski called the meeting to order with Commissioners McDonald, Speich, DeBettignies and Edminson. Chair Eliason was absent. Staff present included the following; Parks and Recreation Director Dan Schultz and Recording Secretary Michelle Rambo ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES a. Minutes of the February 26, 2024 Regular Meeting Motion by Debettignies Second by Speich Motion to approve minutes of February 26, 2024 Regular Meeting Ayes: 5. Nays: None. Motion carried. AUDIENCE INPUT DISCUSSION (Response to Audience Input): UNFINISHED BUSINESS NEW BUSINESS a. Talamore Park – General Improvement Bids Motion by Speich Second by DeBettignies Motion to recommend the City Council accept the bids for Talamore Park and award the project to the lowest bidder, Shoreline Landscaping and Contracting, for a bid price of $286,354.88. Ayes: 5. Nays: None. Motion carried. b. Updates on the Life Time Project and the National Guard Armory Remodel Project Page 2 of 11 The Life Time and the National Guard Armory Remodel Projects are well underway. Life Time continues to move along as scheduled. The warmer than normal winter conditions have posed very few issues for the progress of construction. The project is still scheduled to be completed in December 2024. There will be a tour of the facility in the near future by the City Council and Parks and Recreation Commission. The contractor for the National Guard Armory remodel took control of the building on March 4 and are currently in demolition mode. It is expected that the project could take up to 18 months to complete. c. Director’s Report Park Improvement Fund Balance as of February 29, 2024: $4,768,367.10 Inflows to the Park Improvement fund last month were as follows: Dedication fees - $530,000.00 Grants/Other - $0 Interest - $11,611.93 Donations - $0 Expenditures - $19,664.00 (various park designs and construction projects) ADJOURNMENT There being no further business to come before the Parks and Recreation Commission at the regular meeting and upon a motion by DeBettignies and a second by McDonald, the meeting was adjourned at 7:40 p.m. Respectfully submitted, Michelle Rambo Recording Secretary Page 3 of 11 EXECUTIVE SUMMARY Parks & Recreation Commission Regular Meeting: April 22, 2024 AGENDA ITEM: Playground Proposals – Talamore, Dunmore and Camfield Parks AGENDA SECTION: NEW BUSINESS PREPARED BY: Dan Schultz, Parks & Recreation Director AGENDA NO. 7.a. BACKGROUND The City recently sent out proposals for new playground equipment at Talamore and Dunmore Parks and for the replacement of the equipment at Camfield Park. The proposals will be on display at the meeting on Monday, April 22nd and discussed by the Commission. The residents living near the two new parks have also been invited to the meeting. Staff is planning for the Commission to make a recommendation to the City Council at the meeting on Monday. RECOMMENDATION To be discussed at the meeting. BACKGROUND As part of the Dunmore Development, there has been .5 acres dedicated as City parkland. The plan is for the park to serve as a smaller mini park with amenities for local residents to use. The park plan includes a playground, sun shelter, hammock posts, landscaping and sidewalks. Included in the packet are a location map and concept plan. RECOMMENDATION The motion will be discussed at the meeting. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: Discussion only BACKGROUND Park Improvement Fund Balance as of March 31, 2024: $7,931,755.50 Inflows to the Park Improvement Fund last month were as follows: Dedication fees – $2,252,500.00 Grants/Other - $920,000 (tree replacement money) Interest - $12,921.78 Donations - $0 Expenditures – $206,658.72 (various park designs and construction projects) Life Time – The Life Time project continues to move along as scheduled with the first floor being poured. The internal walls are starting to go up and the fire proofing is being installed. The project is still scheduled to be completed in December of 2024. Staff will be setting up a tour of the facility in the near future for the City Council and Parks and Recreation Commission. National Guard Armory Remodel – The contractor continues to work on the demolition of HVAC units, electrical equipment and floors. It is expected that the project could be completed by April of 2025.
