Dear Mr. Frost
In conformance with the Metropolitan Surface Water Management Act, we are pleased to
submit to you an updated City of Rosemount Comprehensive Stormwater Management for
review Please review the attached updated plan and provide us with your comments
and/or approval The required 60 -day review and comment period ends September 9,
2002.
This Plan is an update to the City's previous Plan approved in 1998 The changes m the
Plan reflect new City policies related to stormwater rate control, treatment, and infiltration.
Changes were also made based on discussions with Dakota County (for the defunct
Vermillion River WMO) and the Metropolitan Council Environmental Services (MCES)
Staff Based on discussions with these groups, the discharge of stormwater from the City
to the Vermillion River is not possible. as descnbed m the 1998 Plan Therefore, the City
has developed a Plan to provide an outlet to the Mississippi River These changes are
reflected m the Plan and a number of stormwater management policies have been added to
assist the City in dealing with the lack of an outlet m the mtenm
Further, since water is not allowed to be discharged to the Vennilhon River, the City is no
longer within the Vermilhon River watershed and will be requesting the City's removal
from the Vermillion River WMO that is currently being administered by Dakota County.
Toward that end, the City will be petitiomng the Board of Water and Soil Resources to
officially remove the City from the Vermillion River watershed and redraw the WMO
boundaries so that the City of Rosemount along with a portion of the Apple Valley and
Coates become a new WMO.

Toward that end, the City will be petitioning the Board of Water and Soil Resources to
officially remove the City from the Vermillion River watershed and redraw the WMO
boundaries so that the City of Rosemount along with a portion of the Apple Valley and
Coates become a new WMO.
