ADJOURNMENT Page 1 of 8 ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS APRIL 22, 2024 CALL MEETING TO ORDER Pursuant to due call and notice thereof, a regular meeting of the Rosemount Parks and Recreation Commission was held on Monday, April 22, 2024, at 6:00 PM in room 200 of the Steeple Center, 14375 South Robert Trail. Chair Eliason called the meeting to order with Commissioners McDonald, Speich, and Bonkoski. Commissioners DeBettignies and Edminson were absent. Staff present included the following; Parks and Recreation Director Dan Schultz and Recording Secretary Michelle Rambo ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES a. Minutes of the March 18, 2024 Regular Meeting Motion by Bonkoski Second by Speich Motion to approve the minutes of the March 18, 2024, Regular Meeting Ayes: 4. Nays: None. Motion carried. AUDIENCE INPUT DISCUSSION (Response to Audience Input): UNFINISHED BUSINESS NEW BUSINESS a. Playground Proposals – Talamore, Dunmore and Camfield Parks The City sent out proposals for new playground equipment at Talamore and Dunmore Parks and for the replacement of the equipment at Camfield Park. The proposals were on display at the meeting on Monday, April 22nd and were discussed by the Commission. Residents living near the two new parks were also invited to the meeting. The staff is planning for the Commission to make recommendations to the City Council. b. Dunmore Park - General Improvement Bids Motion by Bonkoski Second by Speich Page 2 of 8 Motion to accept the bids and recommend City Council award the contract for Dunmore Park to the low bidder, VADA Contracting LLC, for the amount of $125,000 Ayes: 4. Nays: None. Motion Carried. c. Director's Report Park Improvement Fund Balance as of March 31, 2024: $7,931,755.50 Inflows to the Park Improvement fund last month were as follows: Dedication fees - $2,252,500.00 Grants/Other - $920,000.00 (tree replacement money) Interest - $12,921.78 Donations - $0 Expenditures - $206,658.72 (various park designs and construction projects) ADJOURNMENT There being no further business to come before the Parks and Recreation Commission at the regular meeting and upon a motion by Bonkoski and a second by McDonald, the meeting was adjourned at 7:15 p.m. Respectfully submitted, Michelle Rambo Recording Secretary Page 3 of 8 Page 4 of 8 ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS JULY 22, 2024 CALL MEETING TO ORDER Pursuant to due call and notice thereof, a regular meeting of the Parks and Recreation Commission was held on Monday, July 22, 2024, at 7:00 PM. in Rosemount City Hall Conference Room, 2875 145th Street West. Commissioner Bonkoski called the meeting to order with Commissioners McDonald, Debettignies, and Edminson. Staff present: Parks and Recreation Director Dan Schultz Recording Secretary, Michelle Rambo Others present: Mayor Weisensel, Councilmembers Essler, Freske and Klimpel. ADDITIONS OR CORRECTIONS TO AGENDA AUDIENCE INPUT DISCUSSION (Response to Audience Input): UNFINISHED BUSINESS a.Review of Central Park and Public Works Master Plans As the City moves forward with the development of a new Public Works Department and Police Department Campus, we have an opportunity to plan for the reuse of what will be the old Public Works Campus. At the joint meeting with City Council Members, Director Schultz discussed the design process and shared potential plans for an expanded Central Park. NEW BUSINESS ADJOURNMENT There being no further business to come before the Parks and Recreation Commission at the regular meeting and upon a motion by Debettignies and a second by McDonald, the meeting was adjourned at 8:27 p.m. Respectfully submitted, Michelle Rambo Recording Secretary Page 5 of 8 EXECUTIVE SUMMARY Parks & Recreation Commission Regular Meeting: August 26, 2024 AGENDA ITEM: Project Updates AGENDA SECTION: NEW BUSINESS PREPARED BY: Dan Schultz, Parks & Recreation Director AGENDA NO. 7.a. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: None, discussion only BACKGROUND Central Park/Public Works Campus Master Planning – This project was presented to the Parks and Recreation Commission and City Council at a recent joint meeting and was well received. Staff are now working with the design team to develop cost estimates for the proposed improvements and are refining the concept plans based on input at the joint meeting. Staff expects to have new information to provide to the Commission in September. Life Time Project - Things are moving along as expected. We expect to offer another tour on Tuesday, September 17th, as part of the Port Authority meeting. More to come on the proposed tour. Bonaire Path Trail Design – The consultant for this project is in the final stages of the design. Once the plans are complete, we will host a neighborhood meeting to discuss the future improvements. Staff are planning to include this project in our 2025 Capital Improvement Budget. UMore Ballfields Park Building – Oertel Architects has finished with 60% of the project plans and plans are being reviewed by staff. We still plan to break ground on the project this fall. Dunmore Park – The contractor is on site and working on this project. We expect the project to take less than 30 days to complete. Talamore Park – The project construction is wrapping up and the playground should be installed any day now. The grass is starting to fill in and the park is taking shape. Dunmore Greenway Trail – Staff are completing the work with Dakota County to secure the necessary land needed for the southern portion of the trail. SRF (consulting engineers) are under contract to finish up the design for the greenway trail and prepare the project for bid in 2025 once the property needs for the trail have been met. Amber Fields Pickle Ball Project – The project is under construction and work has somewhat slowed down, but we expect the project to be completed in early September. Staff will provide more details about the project at the Commission meeting. Page 6 of 8 Amber Fields Public Parks (developer installed) - Maplewood Development continues to work on the public improvements that started being installed this summer. The work being done appears to be trail development and grading. We are looking for the developer to complete the playgrounds, sun dial, sun shelters and landscaping by November. BACKGROUND Park Improvement Fund Balance as of July 31, 2024: $6,752,647.12 Inflows to the Park Improvement Fund last month were as follows: Dedication fees – $80,250.00 Grants/Other - $0 Interest - $167.08 Donations - $0 Expenditures – $163,098.58 (Park planning and project costs) Pie In July - We hosted our annual Pie in July social at the Steeple Center on Thursday, July 25th. We served about 90 slices of pie over the course of an hour to a very happy group of seniors! RECOMMENDATION None, discussion only. Page 8 of 8
