BACKGROUND Staff will be present to discuss the 2025 Capital Improvement Plan expenditure for an E-One Fire Engine from Fire Safety USA for the replacement of Engine 21. This is a critical equipment need for the Fire Department, as will be outlined in the presentation and attached supporting documentation. The 2025 CIP anticipates this expenditure, and staff will be prepared to discuss a financing model that will allow this purchase to be phased into the CIP in forthcoming years, while still keeping the vehicle build on schedule. RECOMMENDATION Review background information and confirm next steps. Page 3 of 6 Replacement of 2001 Pierce Enforcer Fire Engine (E21) A. How does Rosemount Fire utilize E21? a. This apparatus is utilized as a first out engine to respond to car accidents, structure fires, fire alarm calls, CO calls, storm related calls, and medicals on the roadside. b. This engine seats 6 firefighters along with all firefighting tools needed for the call response this apparatus is designed to respond with. B. Why the need to replace E21? a. This is a 23-year-old front line engine (Received in 2001). NFPA does not recommend a front-line engine to be over 25 years old. b. The cost to keep this engine in service increases each year, sometimes monthly. c. The engine is becoming less reliable and showing its age. The truck is belching heavy smoke, and it hasn’t been determined what is causing it even after being sent to numerous repair facilities. d. Firefighters are responding to an increase in calls and need a reliable first out engine to protect the residents and businesses of Rosemount on the east side of the city. e. The chassis is showing large areas of rust and bolts breaking due to age (having recently done repair on the leaf springs after it was discovered some of them were broke). Page 4 of 6 C. How was it determined on a truck manufacturer? a. Custom Fire, Pierce, Rosenbauer and E-One were invited to meet with the truck committee (Comprised of 8 members of the department) in January and February of 2024. b. From those meetings the truck committee narrowed down the choices to go with either a Pierce or E-One engine. c. The truck committee went to multiple city’s that had Pierce and E-One engines in their fleet currently from recent purchases. d. Both Pierce and E-One put together proposals for possible engines for Rosemount. e. From the truck tours and mockups, it was a clear decision for the truck committee to go with E-One from Fire Safety U.S.A. f. The truck committee had multiple meetings and spent numerous hours building the new engine with Fire Safety U.S.A. The design was based off what the committee had seen during the tours of other Fire Department engines and how we currently utilize our engine as well as looking towards the future and the potential utilizing this engine as a duty crew/FT engine g. Fire Safety U.S.A is a dealer of E-One fire apparatus based out of Ocala, FL. h. The truck committee consisted of Chief Schroeder, Asst. Chief Behrendt, BC Dyson, Captain Hirman, Captain Sanderson, Lt. Eide, FF Taylor, and FF Bularz. D. Lead time for building an engine. a. E-One has a current build lead time of 30 months. We would not take possession of this truck until the first quarter of 2027. b. Other manufacturers have even longer lead times, some out over 4 years. E. Cost to build the engine that the truck committee designed. a. $1,072,010.00 with $127,990.00 utilized for a loose equipment allowance. Total cost would be $1,200,000.00. b. The engine would be purchased through the Houston-Galveston Area Council (HGAC). c. HGAC is a government-to-government procurement service. d. No down payment is needed to sign the purchase contract agreement. e. A 90% payment would be due after completion of final inspection (early 2027) and the remaining 10% upon delivery (2027). f. If we choose to utilize a pre-pay dollar amount, that amount of money would accrue at 5% annual percentage rate, simple interest until truck is built (2027). g. Fire Safety U.S.A did mention that an increase in cost of building an engine would go into effect late October/November 2024. They have heard anywhere from a 5%-8% increase. F. What is needed from Council. a. The approval to sign the purchase agreement to start the process to build Rosemount, an engine that will be used for the next 25 years.
