NOVEMBER 25, 2024
CALL MEETING TO ORDER
Pursuant to due call and notice thereof, a regular meeting of the Rosemount Parks and
Recreation Commission was held on Monday, November 25, 2024, at 7:00 PM. in Rosemount
Council Chambers, 2875 145th Street West.
Chair Eliason called the meeting to order with Commissioners Debettignies, McDonald, Speich
and Bonkoski. Commissioner Edminson was absent.
Staff present included the following;

a. Parks and Recreation Fees
Motion by DeBettignies Second by Speich
Motion to recommend that the City Council change the parks and recreation fees as listed
below:
Indoor Ice: (The Arena fee changes would be put in place starting January 2026)
*Increase hourly PRIME ICE from $235 to $255
*Increase hourly NON-PRIME ICE from $155 to $175
*Increase hourly SPRING/SUMMER PRIME/NON-PRIME ICE from $155 to $175
*Additional language – No school day rentals are charged at the prime rate.
Rosemount Community Center Banquet Hall: Add $150 for Sunday – Thursday rentals
scheduled past 10:00 p.m., no later than midnight.

Steeple Center: Increase the Saturday (all day) rentals from Res. $700 to $840 and non-
residents from $980 to $1120.
Ayes: 5.
Nays: None. Motion carried.
NEW BUSINESS
a. Director's Report
Park Improvement Fund Balance as of October 31, 2024: $6,073,670.80
Inflows to the Park Improvement fund last month were as follows:
Dedication fees - $0
Grants/Other - $0
Interest - $5,767.82
Donations - $0
Expenditures - $324,528.53 (Park planning and project costs)
ADJOURNMENT
There being no further business to come before the Parks and Recreation Commission at the
regular meeting and upon a motion by Speich and a second by Bonkoski the meeting was
adjourned at 7:38 p.m.

RECOMMENDED ACTION: Motion to recommend City Council accept the UMore Ballfield Park Building
bids and award the contract to the low bidder, Brennan Construction.
BACKGROUND
As part of the UMore Ballfield Complex development, there are plans for a park building to support the
activities in the park (baseball/softball) and for the future pickle ball complex that is being built just
south of the complex. Staff have been working with the Oertel Architects on developing the project
plans and specifications and we recently put the project out for public bid. The architect’s cost
estimate for the project was $1,125,000.
The City received seven bids for the project, which are listed below:
Brennan Construction of MN, Inc. $ 932,000.00
Weber, Inc. $ 943,000.00
Dering Pierson Group $ 962,000.00
Ebert Construction $ 1,017,000.00
Parkos Construction Company Inc $ 1,020,000.00
Met-Con Construction, Inc. $ 1,150,000.00
Rochon $ 1,190,000.00
Staff anticipates the proposed project would start construction this winter and be completed in the
summer of 2025.
RECOMMENDATION
Staff is recommending the City Council accept the UMore Ballfield Park Building bids and award the
contract to the low bidder, Brennan Construction.

BACKGROUND
Staff have been working on a concept plan for the future Caramore Park. The future park is located in
the Caramore neighborhood that is just west of the Flint Hills Athletic Complex. The park will mainly
service the areas north of Bonaire Path and both sides of Akron Avenue. The city currently owns 2.7
acres for the parks and staff expects that we will collect more land through parks dedication as the
property to the west of the Caramore neighborhood develops.
The proposed concept plan includes a baseball field, hockey rink, pleasure rink, playground, sun
shelter, trails, park building and parking lot.
Staff would like to discuss the concept plan with the Commission and receive feed back prior to to
hosting a neighborhood meeting regaidng the plans.

BACKGROUND

Indoor Ice Update – Rosemount City staff continue to discuss indoor ice partnerships with the City of
Eagan and the Farmington Hockey Association. The discussions have been regarding how we might
jointly meet the ice needs of our skaters. Staff also again spoke with a consultant out of Colorado,
Ballard – King, who is doing an indoor ice feasibility study for the Farmington Youth Hockey
Association. Staff recently received RAHA's updated participation numbers which are very similar to
last year's skater numbers.
Winter/Spring Brochure - The Winter Paks and Recreation Information and Activities Brochure hit
mailboxes this week. Online registration began December 4th and highlights include senior adult trips,
Learn to Skate, Pint Size Prom, family nature programs and outdoor rinks and warming house
information.
