REGULAR MEETING PROCEEDINGS
OCTOBER 28, 2024
CALL TO ORDER
Pursuant to due call and notice thereof, a regular meeting of the Utility Commission was held on
Monday, October 28, 2024, at 5:30 PM. in Rosemount Council Chambers, 2875 145th Street West.
Chairperson Johnson called the meeting to order with Commissioners Demuth and Miller.
Staff present included the following:
City Administrator Logan Martin, Public Works Director Nick Egger, Administrative
Services Director Teah Malecha, and Recording Secretary Amy Simonson.

APPROVAL OF MINUTES
4.a. September 23, 2024, Utility Commission Meeting Minutes
Commissioners requested the notes include the discussion of reviewing the top 10 commercial and
industrial water users in the city at a future meeting.
Motion by Miller Second by Demuth
Motion to approve the amended minutes of the September 23, 2024, Utility
Commission meeting, with a note reflecting commissioners' request to review the
top 10 commercial and industrial users at a future meeting.
Ayes: 3.
Nays: None. Motion Carried.

7.a. 2025 Utility Rate Recommendations
Director Egger noted a correction to the executive summary, clarifying that the increase in sanitary
wastewater discharge should be 9%. Energy costs were reported to have risen across all categories,
with the most significant impact in street lighting. Commissioners requested that the capital cash
reserves charts include projected cash flow allocations to better visualize available funds.
Additionally, commissioners asked for talking points to help communicate rate increases to
residents.
EXECUTIVE DIRECTOR’S REPORT
8.a. Well Pumping Report
As of Q3 2024, well pumping is approximately 146 million gallons below Q3 2023 levels, despite
this fall's very dry conditions.

ADJOURNMENT
There being no further business to come before the Utility Commission at the regular meeting and
upon a motion by Demuth and a second by Miller the meeting was adjourned at 6:43 p.m.
