ADJOURNMENT Page 1 of 10 ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS DECEMBER 16, 2024 CALL MEETING TO ORDER Pursuant to due call and notice thereof a regular meeting of the Parks and Recreation Commission was held on Monday, December 16, 2024, at 7:00 PM. in Rosemount Council Chambers, 2875 145th Street West. Chairperson Eliason called the meeting to order with Commissioners McDonald, Speich, Bonkoski and Edminson. Staff present included the following; Parks and Recreation Director Dan Schultz Recording Secretary Michelle Rambo ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES a. Minutes of the November 25, 2024, Regular Meeting Motion by Speich Second by Bonkoski Motion to approve minutes of the November 25, 2024, Regular Meeting Ayes: 5. Nays: None. Motion carried. AUDIENCE INPUT DISCUSSION (Response to Audience Input): UNFINISHED BUSINESS NEW BUSINESS a. UMore Ballfields Park Building Bids Motion by Speich Second by Bonkoski Motion to recommend City Council accept the UMore Ballfield Park Building bids and award the contract to the low bidder, Brennan Construction. Ayes: 5. Nays: None. Motion Carried. b. Caramore Park - Concept Plan Page 2 of 10 Staff have been working on a concept plan for the future Caramore Park. The future park is located in the Caramore neighborhood that is just west of the Flint Hills Athletic Complex. The park will mainly service the areas north of Bonaire Path and both sides of Akron Avenue. The city currently owns 2.7 acres for the parks and staff expects that we will collect more land through parks dedication as the property to the west of the Caramore neighborhood develops. Staff discussed the concept plan with the Commission and received feedback that will be shared at an upcoming neighborhood meeting. c. Director's Report Park Improvement Fund Balance as of November 30, 2024: $5,703,491.53 Inflows to the Park Improvement fund last month were as follows: Dedication fees - $0 Grants/Other - $0 Interest - $3,412.41 Donations - $0 Expenditures - $375,162.98 ADJOURNMENT There being no further business to come before the Parks and Recreation Commission at the regular meeting and upon a motion by Bonkoski and a second by McDonald the meeting was adjourned at 7:53 p.m. Respectfully submitted, Michelle Rambo Recording Secretary Page 3 of 10 EXECUTIVE SUMMARY Parks & Recreation Commission Regular Meeting: January 27, 2025 AGENDA ITEM: Akron Ridge Development AGENDA SECTION: NEW BUSINESS PREPARED BY: Dan Schultz, Parks & Recreation Director AGENDA NO. 7.a. ATTACHMENTS: Location Map, Akron Ridge - Site Plan APPROVED BY: DLS RECOMMENDED ACTION: Motion to recommend that the developer pay a fee in-lieu of land to meet the parks dedication requirements. Staff also does recommend that an 8-foot-wide trail be benched in on the west side of development along Akron Avenue. The developer will also provide the City with a payment to cover the cost of installing the trail. The amount that is paid will be agreed upon by City staff and the developer. BACKGROUND A developer recently submitted plans for a 58-unit townhouse project on the east side of Akron Avenue and north of the Flint Hills Athletic Complex. Staff has reviewed the plans (attached) and has the following comments: Local Trails and Sidewalks The sidewalk amenities appear to be designed in a manner that works toward the City’s goal of having a well-connected community. Staff does recommend that an 8-foot-wide trail be benched in on the west side of development along Akron Avenue. The developer will also provide the City with a payment to cover the cost of installing the trail. The amount that is paid will be agreed upon by City staff and the developer. Parks Dedication Because the City is not looking to acquire parkland in this development, the parks dedication for this development would be cash in-lieu of land. The cash dedication for 58 medium density units @ $2,850 per units would be $165,300. RECOMMENDATION Staff is recommending that the developer pay a fee in-lieu of land to meet the parks dedication requirements. Staff also does recommend that an 8-foot-wide trail be benched in on the west side of development along Akron Avenue. The developer will also provide the City with a payment to cover the cost of installing the trail. The amount that is paid will be agreed upon by City staff and the developer. ATTACHMENTS: Bonaire Path mtg PC, Dunmore Greenway mtg PC APPROVED BY: DLS RECOMMENDED ACTION: None BACKGROUND As the City moves closer to the development of a trail on Bonaire Path and the Dunmore Greenway, we are planning to host a neighborhood meeting for both projects on Tuesday, January 28th at the Steeple Center. The meetings will start at 6:30pm. The notices that were mailed to local residents are attached for your review. RECOMMENDATION This is an update only and no action is required. Page 7 of 10 Bonaire Path Trail Meeting To help improve connectivity, safety, and recreational opportunities. The City of Rosemount is planning to extend the bike trail along Bonaire Path, connecting Bacardi Ave to Autumn Path. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: None BACKGROUND Park Improvement Fund Balance as of December 31, 2024: $5,705,534 Inflows to the Park Improvement Fund last month were as follows: Dedication fees – $2,043 Grants/Other - $0 Interest - $NA Donations - $0 Expenditures – $0 National Guard Remodel – Work continues to move forward on the Armory and RCC remodel projects. They are behind on the RCC office work and have not started yet on the translucent arena wall panels. Once they get going with the cosmetic work in the parks and recreation office things should move quickly. We are hoping for a spring “move back.” Life Time Project – The facility opened in late December and things have been going well at Life Time. Staff is hearing many positive comments about the operations. The facility appears to usually have a pretty full parking as one would expect. RECOMMENDATION None Page 10 of 10
