ADJOURNMENT Page 1 of 9 ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS JANUARY 27, 2025 CALL MEETING TO ORDER Pursuant to due call and notice thereof a regular meeting of the Parks and Recreation Commission was held on Monday, January 27, 2025, at 7:00 PM. in Rosemount Council Chambers, 2875 145th Street West. Vice Chairperson Bonkoski called the meeting to order with Commissioners McDonald and Edminson.Commissioners Eliason and Speich were absent. Staff present included the following; Parks and Recreation Director Dan Schultz Recording Secretary Michelle Rambo ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES a. Minutes of the December 16, 2024, Regular Meeting Motion by Edminson Second by McDonald Motion to approve minutes of the December 16, 2024, Regular Meeting Ayes: 3. Nays: None. Motion Carried. AUDIENCE INPUT DISCUSSION (Response to Audience Input): UNFINISHED BUSINESS NEW BUSINESS a. Akron Ridge Development Motion by Edminson Second by McDonald Motion to recommend that the developer pay a fee in-lieu of land to meet the parks dedication requirements. Staff also does recommend that an 8-foot-wide trail be benched in on the west side of development along Akron Avenue. The developer will also provide the City with a payment to cover the cost of installing the trail. The amount that is paid will be agreed upon by City staff and the developer. Page 2 of 9 Ayes: 3. Nays: None. Motion . b. Public Trail Meetings The City hosted a meeting for the development of a trail on Bonaire Path and the Dunmore Greenway. The neighborhood meetings for both projects was on Tuesday, January 28th at the Steeple Center. Notices were mailed to local residents. This is an update only and no action is required. c. Director's Report Park Improvement Fund Balance as of December 31, 2024: $5,705,534.00 Inflows to the Park Improvement fund last month were as follows: Dedication fees - $2,043 Grants/Other - $0 Interest - $NA Donations - $0 Expenditures - $0 ADJOURNMENT There being no further business to come before the Parks and Recreation Commission at the regular meeting and upon a motion by Edminson and a second by McDonald, the meeting was adjourned at 7:43 p.m. Respectfully submitted, Michelle Rambo Recording Secretary Page 3 of 9 EXECUTIVE SUMMARY Parks & Recreation Commission Regular Meeting: February 24, 2025 AGENDA ITEM: Dakota County Parks 2050 Plan AGENDA SECTION: NEW BUSINESS PREPARED BY: Dan Schultz, Parks & Recreation Director AGENDA NO. 7.a. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: There is no recommended action for this item. BACKGROUND The 2050 Vision Plan will have Dakota County updating its system plan for parks, greenways and natural systems. This plan will take the parks department into the next 20 years. The updated plan will frame future work and investment in Dakota County's natural systems, greenways and parks. Dakota County completed its last plan update in 2008. Much has changed since then. An updated plan is needed to: • Respond to changing societal and demographic recreation trends. • Evaluate the need for potential new parks, greenways and natural areas. • Identify new partnerships and strengthen existing partnerships. • Establish consistent funding. Staff from Dakota County will be in attendance at our meeting to share some information about the update. RECOMMENDATION There is no recommended action for this item. ATTACHMENTS: dog park colored drawing 2 19 24 APPROVED BY: DLS RECOMMENDED ACTION: Motion to recommend the City puts the dog park project out for bids in March. BACKGROUND Staff have been working with the design team at Bolton and Menk to finish up the plans for the dog park that will be located near the pickle ball complex on Akron Avenue just south of the UMore Ballfields. The dog park area will be approximately two acres in size and was graded with pickle ball project. There will be space for all dogs to be off leash and a different area for smaller dogs to be off leash. The ground is fairly flat and without any trees. The City plans to over time introduce several new trees to the dog park, along with some fun amenities (tunnels, platforms, etc.) Staff expects to bid this project soon and start work on the parking lot and fencing this summer. The opening of the dog park will depend on how quickly the turf can be established. If all goes well, it could be this fall. RECOMMENDATION Staff is recommending that the City put the dog park project out for bid in March. BACKGROUND Park Improvement Fund Balance as of January 31, 2025: $5,314,092.16 Inflows to the Park Improvement Fund last month were as follows: Dedication fees – $6,050 Grants/Other - $0 Interest - $NA Donations - $0 Expenditures – $8,108 National Guard Remodel – Work continues to move forward on the Armory and RCC remodel projects. They are behind on the RCC office work and have not started yet on the translucent arena wall panels. Once they get going with the cosmetic work in the parks and recreation office, things should move quickly. We are hoping for a spring “move back.” Dunmore Greenway – We recently held a public open house for the Dunmore Greenway. A handful of residents showed up and were all aware of the project. The open house went well and staff expects to get this project out for bid in April after we get a Joint Powers Agreement in Place with Dakota County for a cost sharing on the project. The City will design and deliver the project and Dakota County will pay for the cost on the trail construction. Bonaire Path Trail - We recently held a public open house for the Bonaire Path trail project. Several residents that live near the project area attended the meeting and had questions relating to the installation of the trail. The residents were all in favor of the trail and felt it was a necessity to keep people safe while traveling along Bonaire Path. Staff is working to finalize the funding for this project with hopes of having this trail project out to bid this spring. Flint Hills Complex Building - Recently we had a pipe burst at the Flint Hills athletic complex park shelter building that caused damage to the ceiling in the women's restroom. Staff is working with the project architect to get a short specification page written up for the work that needs to be done to repair the damage. Staff expects this work to be done in the near future. Page 7 of 9 UMore Park Building - We are getting close to starting UMore the City park building. We are just finalizing building permits and a few other administrative items before the construction will start. We are hoping to have the building fairly complete from an exterior standpoint by May 2025. More information will be shared on this project as it develops. Addition to McMenomy Woods - The city recently purchased approximately 3 1/2 acres of tax forfeiture land north of the McMenomy Woods property that the city currently owns. The attached aerial photo identifies the location of the property. The property was purchased for $8,000. Our plan is to someday connect a trail to the north into Inver Grove Heights that would allow us to access additional greenway trails and local trails for our residents.
