ADJOURNMENT Page 1 of 17 ROSEMOUNT UTILITY COMMISSION REGULAR MEETING PROCEEDINGS NOVEMBER 25, 2024 CALL TO ORDER Pursuant to due call and notice thereof, a regular meeting of the Utility Commission was held on Monday, November 25, 2024, at 5:30 PM in Rosemount Council Chambers, 2875 145th Street West. Chairperson Johnson called the meeting to order with Commissioners Miller and Demuth. Staff present included the following: Mayor Weisensel, City Administrator Martin, Public Works Director Egger, Public Works Supervisor for Streets & Utilities Jacobus, and Recording Secretary Simonson. ADDITIONS OR CORRECTIONS TO AGENDA Director Egger highlighted that there are discrepancies in some of the manganese sample results for Q4 2024, specifically regarding the units. Several entries have not been reported in the correct unit of micrograms per liter (ug/L). AUDIENCE INPUT None. APPROVAL OF MINUTES 4.a. October 28, 2024, Utility Commission Meeting Minutes Motion by Johnson Second by Miller Motion to Approve the minutes as presented. Ayes: 3. Nays: None. Motion Carried. PUBLIC HEARINGS None. OLD BUSINESS 6.a. Manganese Monitoring Update Director Egger reported that three additional sample locations were added, with samples collected on a different date than the rest of the samples. However, moving forward, all samples should be collected on the same date. A new column for water hardness results has also been added, along with well pumpage data from each well for two days prior, the day of testing, and two days after testing. It was noted that city results continue to be higher than the MVTL results, with a few sites exceeding 100. These higher readings are primarily from well locations, with only a few residential sites affected. Fewer winter samples are expected due to outdoor taps being shut off for the season. Page 2 of 17 The Commissioners requested a review of the MDH sampling results from 2022 and/or the initial testing data. A discussion followed regarding submitting the data to the MDH for their review and recommendations after one year of sampling. Staff confirmed that the Manganese informational notices will be distributed to local daycare facilities and pediatricians in Dakota County in December. NEW BUSINESS 7.a. 2024 Top 10 Water Users - Commercial/Industrial Staff reported that there were no unexpected findings regarding the top 10 commercial and industrial water users in the city. The Commissioners requested to see the quarterly billing and rates for these top 10 users. The Commissioners mentioned that residents often inquire about high-volume water users and how the city determines the capacity of the water system. Staff explained that in some cases when projects are on a particularly large piece of land, an Alternative Urban Area Review (AUAR) is developed, which includes an assessment of water usage. The report is reviewed by the city, MCES, DNR, and other relevant agencies. Each project is evaluated on a case-by-case basis. The Commissioners suggested that the city create a Frequently Asked Questions (FAQ) document regarding the Meta Data Center's water usage. EXECUTIVE DIRECTOR’S REPORT 8.a. Well Pumping Report Director Egger noted that water usage is trending lower with increased precipitation. Current pumping data shows that water usage currently is 230 million gallons below the total pumpage for 2023. With the winter months approaching, water usage is expected to decrease further, making it unlikely that 2024 usage will reach the levels seen in 2023. 8.b. Action Item / Issues list Staff will work to provide the following information as requested by the Commissioners: •Billing and rates for the top 10 water users •Manganese Information Notices to daycare facilities and pediatricians •Previous Manganese testing results from the MDH •Staff strategies to entice HOAs to participate in irrigation audits 8.c. Set Next Meeting Agenda – March 31, 2025 i. Stormwater pond sampling results (not sediment) ii. Well 17 update iii. Review draft 2024 Consumer Confidence Report (CCR) prior to publishing iv. ATTACHMENTS: APPROVED BY: NAE RECOMMENDED ACTION: Informational only BACKGROUND Staff has continued to collect quarterly tap water samples around the City through winter of 2024-25, with another round of samples taken in early February. Another sampling round will occur in May of this year. Per the Commission's discussion at the November meeting, the group will revisit the topic and receive another update from staff at an upcoming Commission meeting. Attached is a calendar of recommended meeting dates highlighted in orange. Commissioners may adopt this schedule or propose an alternative. To facilitate discussion, commissioners are encouraged to bring a calendar to identify any conflicts. BACKGROUND Attached for the Commission's information is a tabulation of all City facilities' water use for 2024, separated by each quarter. Please note that there are several facilities where there was no recorded use for the year: • Rosemount Community Center Irrigation - the building has been under construction since 2023 and no irrigation water was used in 2024 • Innisfree Park - this park has been shown to not need irrigation and has sustained itself on natural precipitation • Steeple Center Irrigation - this system has also rarely been in need of use • Horseshoe Park Irrigation - there is a water service and meter to the space, but no irrigation system. An irrigation system may not be necessary. In addition, I will note that it is too early to determine routine water demand at the new Public Works & Police Campus facility. Although there is a drastic difference in the third and fourth quarter reported water use, City staff did not occupy the facility until early December 2024. It will take 1-2 annual cycles to settle into a pattern and determine average demand. Overall, city use was down sharply in 2024 compared to 2023 (approximately 30%), with the driving force behind it being abundant rainfall throughout the spring and most of the summer months, thereby reducing the need for irrigation. Looking at the attached 10-year trend chart, last year was the lowest City-facility water use year since 2019. RECOMMENDATION No action required. Water usage is provided in millions of gallons. It should be noted that four of the six on the list are residential, multi-family properties such as apartments and a mobile home park. Also attached for the Commissioners' information is a sub-set comparison document projecting what the water bill amount would be for each of the commercial properties if the residential billing rate structure were to be applied to their use instead of the commercial rate structure. Among the group, the largest quarterly bill difference would be approximately $2,000, while the smallest quarterly bill difference would be approximately $400. RECOMMENDATION Informational only. ATTACHMENTS: APPROVED BY: NAE RECOMMENDED ACTION: Discussion only BACKGROUND The City's contractor for the drilling phase of New Well No. 17 began mobilization to the site on Monday, March 24th to set up and begin sonic drilling operations. Only a very small amount of progress has been made to date on this phase of the well drilling. We anticipate that the sonic drilling phase will last 4-6 weeks, to be followed by the rotary drilling phase which will create the full bore hole into the aquifer. Staff will work with the contractor and the Commissioners to schedule a special meeting in the next 1-2 months as a field trip to the site to witness operations. In total, the drilling and well-development phase is expected to take into the early to mid-summer months. Meanwhile, the City received three bids in February for the construction of the wellhouse structure that will contain and protect all the operational equipment for the well. The lowest bid received was that of Rice Lake Construction Group in the amount of $2,219,500, and a contract was awarded to Rice Lake by the City at the March 18th City Council meeting. Work on this phase of the project is anticipated to begin in the mid to late summer after the drilling phase has been completed. The overall goal it to complete all work and have the well online by summer of 2026. In all, the projected cost of this project is anticipated to arrive at around $3.1 Million, which is slightly above original projections. RECOMMENDATION No action necessary. Page 17 of 17
