ADJOURNMENT Page 1 of 9 CALL MEETING TO ORDER ROSEMOUNT PARKS & RECREATION COMMISSION REGULAR MEETING PROCEEDINGS MARCH 24, 2025 Pursuant to due call and notice thereof a regular meeting of the Parks and Recreation Commission was held on Monday, March 24, 2025, at 7:06 PM. in Rosemount Council Chambers, 2875 145th Street West. Vice Chair Bonkoski called the meeting to order with Commissioners Speich and Edminson. Chairperson Elisaon and Commissioner McDonald were absent. Staff present included the following: Parks and Recreation Director Dan Schultz Recording Secretary Michelle Rambo ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES a.Minutes of the February 24, 2025, Regular Meeting Motion by Speich Second by Edminson Motion to Approve Minutes of the February 24, 2025, Regular Meeting Ayes: 3. Nays: None. Motion carried. AUDIENCE INPUT DISCUSSION (Response to Audience Input): UNFINISHED BUSINESS a.Central Park Improvements Staff are continuing to work on developing plans for the expansion of Central Park into the space that was the former Public Works site. The plans call for the garage to be remodeled into a multipurpose facility that could house various special events, such as sports team parties, graduation parties, family reunions, an indoor farmers' market, October Fest and much more. The non-activity portion of the building (north side) will be used for restrooms, storage and staging space for special events. In the near future, staff plan to hold a community meeting to get input regarding this project. b.Indoor Ice The city recently hired JLG Architects to help guide us through some early planning exercises to develop a layout for a two-sheet ice complex, site plan and a cost estimate. The work they are doing will help us with discussions regarding the next steps in the process of considering building additional indoor ice. We have already started the plan development, and we should have more information to present at the April Parks and Recreation meeting. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: No action is being requested BACKGROUND For several months, staff have been discussing the need for additional indoor ice in Rosemount with RAHA, City of Eagan and the Farmington Hockey Association. This work started before there were ever plans for The Pond to shut down. RAHA has consistently rented 900 hours of ice from The Pond, which is equivalent to what staff expects they would use at one sheet of ice. The city recently hired JLG Architects to help guide us through some early planning exercises to develop a layout for a two-sheet ice complex, site plan and a cost estimate. The work they are doing will help us with discussions regarding the next steps in the process of considering building additional indoor ice. Staff will share information on the design work that has been completed as of our meeting on Monday. RECOMMENDATION No action is being requested. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: The actions will be formulated at the meeting. BACKGROUND Our Commission needs to choose a chair and vice chair for the May 2025 – April 2026 meetings. The current chairperson will ask for nominations for both positions and the Commission will need to make a motion in order for there to be a vote on the nominee. This will happen for both positions and staff will assist the Commission with the process. RECOMMENDATION Staff is recommending the Parks and Natural Resources Commission choose a chair and vice chair. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: No action is being requested BACKGROUND Mayors' Monarch Pledge - Through the National Wildlife Federation's Mayors' Monarch Pledge, U.S. cities, municipalities, and other communities are committing to create habitat for the monarch butterfly and pollinators, and to educate residents about how they can make a difference at home and in their community. The Mayors’ Monarch Pledge program launched in 2015 to engage cities and communities in monarch and pollinator conservation. Between 2015 and 2020, the program welcomed over 600 mayors and heads of local and tribal government who engaged 6 million people and restored more than 6,500 acres of monarch habitat. Mayor's Water Challenge - The 15th Annual National Mayor's Challenge for Water Conservation was received by Mayor Weisensel and the City approved a proclamation to encourage water conservation in our community. The challenge takes place in April and allows residents to make a series of online pledges at mywaterpledge.com to reduce their impact on the environment and to see immediate savings in their water, trash, and electricity bills. Mow Less May - The City of Rosemount first recognized Mow Less May (formerly No Mow May) in 2021. The program encourages the use of four low input lawn care practices by residents to protect pollinator habitat, protect water quality, and conserve water. McMenomy Woods Restoration – In 2023, the City of Rosemount purchased approximately 80 acres of high-quality woodlands in the north central part of Rosemount. Staff have been meeting with Dakota County to discuss the best method to enhance the property through restoration. Adopt-a-Drain Earth Day Challenge - The City of Rosemount is a member of Metro Watershed Partners. AAD encourages volunteers to adopt storm drains at MN.Adopt-a-Drain.org to keep clean of debris. In 2025, AAD is hosting a friendly nationwide competition from April 15-30 to see which cities are able to sign up the most drain adopters. Page 6 of 9 Storm drains move rainwater runoff away from streets and backyards, providing critical protection from flooding. Water entering storm drains flows to local lakes, ponds, and wetlands, without receiving any treatment. Debris left on roadways can wash into storm drains or clog them, becoming pollution in neighborhood ponds, causing flooding, or causing icing on roadways. Volunteer drain adopters provide an important service that protects water quality, prevents property damage, and improves public safety. RECOMMENDATION No action is being requested. ATTACHMENTS: APPROVED BY: DLS RECOMMENDED ACTION: The action will be developed after the review of the proposals. BACKGROUND Staff recently sent out a request for Proposal (RFP) for new playground equipment at Dallara Park. The proposals will be reveiwed at a neighborhood meeting, by the Youth Commission and also the Parks and Natural Resources Commission (tonight at the meeting). We are slated to remove the existing equipment this fall and have the new equipment installed shortly after the removal. RECOMMENDATION The action will be developed after the review of the proposals. BACKGROUND Park Improvement Fund Balance as of April 30, 2025: $6,071,963.02 Inflows to the Park Improvement Fund last month were as follows: Dedication fees – $827,095 Grants/Other - $0 Interest - $NA Donations - $0 Expenditures – $225,203 National Guard Remodel – Work continues to move forward on the Armory and RCC remodel projects. They are behind on the RCC office work and have now almost completed the translucent arena wall panels. Once they get going with the cosmetic work in the parks and recreation office things should move quickly. We are hoping for an early summer “move back” date. Dunmore Greenway – We are hoping to get this project out for bid in May after we get a Joint Powers Agreement in Place with Dakota County for a cost sharing on the project and get a Right of Way permit from MN DOT. The city will design and deliver the project and Dakota County will pay for the cost of the trail construction. Bonaire Path Trail - Staff is working to finalize the funding for this project, including a $250,000 grant. As soon as the funding is in place for the project, it will go out for bid. UMore Park Building – The project is underway and the substantial completion of the building will be at the end of June. More to come on this project as it develops. Pickle Ball Project - The pickle ball project is nearing completion. The court lights are up and the courts are color-coated. We hope to have the courts playable in the next for weeks.
