BACKGROUND
Amy Koethe, Director - Dakota County Property Taxation and Records, Joel Miller, Deputy Director and
Residential Manager - Dakota County Assessing Services, and Dustin Hinrichs, Commercial Manager -
Dakota County Assessing Services will be in attendance to run through a discussion on county property
tax distribution and assessing practices.
The intent of this discussion is to help the City Council gain a better understanding of development
impacts on the city's tax base, timing of those revenues based on construction timeframes, and how
the county assigns valuations to new and existing projects. This topic will help inform upcoming budget
discussions as well as serve as a backdrop to our upcoming 2050 Comprehensive Plan update.

RECOMMENDED ACTION: Staff is requesting Council consensus on an overall trail system pavement
condition rating standard.
BACKGROUND
City staff have been working with WSB & Associates to systematically review all existing City-owned
and operated trails within the City and set an existing condition rating for all segments. With this
information, we have formulated different scenarios of applying the right level of pavement
maintenance treatment or reconstruction at the right time in order to maintain a steady condition
rating across the system.
Staff will walk the Council through that process, with the goal of developing consensus on a standard
level of condition for the system, which will then inform staff as we head into the 2026 budget
process.
RECOMMENDATION
Staff is requesting Council consensus on an overall trail system pavement condition rating standard.
